On 31st March 2025, the new Simpler Recycling rules came into effect across England.
Simpler Recycling is led by the Department for Environment, Food & Rural Affairs (DEFRA), aiming to standardise recycling collections and boost recycling rates in England. These changes impact “household-like” waste streams.
WHAT YOU NEED TO KNOW
Mandatory Waste Separation: By 31st March 2025, all businesses in England (except “micro-firms” with fewer than 10 full-time employees) are required to separate core recyclable materials from their general waste (Mixed Municipal Waste), several of these may be co-mingled in a single waste container:
Glass Waste
(bottles, jars)
Lawfully permitted for co-mingling but a separate container is the best solution for businesses producing glass waste..
Metal Waste
(aluminium and steel tins, cans, foil)
Permitted for collection in a co-mingled Dry Mixed Recycling container.
Plastic Waste
(bottles, tubs, trays, containers)
Permitted for collection in a co-mingled Dry Mixed Recycling container.
Paper & Card
(magazines, boxes, corrugated cardboard)
Co-mingling in Dry Mixed Recycling container subject to application.
Food Waste
(fruit and vegetables, meat and fish, dairy, teabags)
Food Waste must be placed in a separate dedicated container.
Residual Waste
(black bin bag waste)
Non-recyclable general waste materials.

The new Simpler Recycling rules establish a minimum baseline for the number of containers required for waste collections at business and non-domestic premises, ensuring consistency across all businesses.
This is the absolute minimum setup of bins required by law (for businesses producing no Glass Waste and where separate Paper & Card collections are impracticable):
- General Waste (Residual Waste)
- DMR (Dry Mixed Recycling)
- Food Waste

Micro-Firm Exemption:
Businesses with fewer than 10 employees have an extended compliance deadline until 31 March 2027.

The Environment Agency (EA) will oversee adherence to these regulations, with the authority to issue compliance notices to non-compliant entities.
